Deputy HR Manager

**KEY ACCOUNTABILITIES**
- Jointly with HR Head to lead the HR systems development and implementation, oversee the creation and execution of policies, procedures, and processes. Focus goes beyond compliance to ensure alignment with the institutions strategic goals while staying updated on regulatory changes. Implement strategic approach which guarantee seamless integration of any necessary updates, safeguarding legal compliance and enhancing organizational effectiveness.
- Spearhead HR operations and initiatives to bolster the growth and expansion of the institution. Responsible in aligning HR strategies with organizational expansion goals, ensuring seamless implementation, and fostering effective communication with stakeholders. Implement strategic leadership which will be pivotal in driving organizational growth and maximizing human capital effectiveness.
- Responsible in designing, implementing, and overseeing comprehensive training and development programs. This includes identifying organizational training needs, creating relevant training modules, and delivering effective learning experiences. Additionally, responsible for evaluating training outcomes, refining programs as needed, and staying abreast of industry best practices to ensure continuous improvement. Ultimately, accountable in fostering employee growth, enhancing skill sets, and driving organizational success through strategic training and development initiatives.
- Responsible for overseeing all aspects of compensation and benefits within the organization. This includes designing and implementing competitive compensation structures, managing employee benefits programs, and ensuring compliance with legal and regulatory requirements. Also responsible in conducting market analysis to benchmark compensation practices, administers performance-based incentive programs, and provides guidance to employees on compensation and benefits-related matters. Ultimately, the HR Manager plays a crucial role in attracting and retaining top talent by offering competitive and equitable compensation and benefits packages.
- Responsible in performance management and succession planning within the organization. This involves developing and implementing performance appraisal processes, providing guidance on goal setting and feedback mechanisms, and facilitating performance improvement plans when necessary. Additionally, responsible over identifying high-potential employees and creates succession plans to ensure a pipeline of talent for key roles within the organization. Need to collaborate with department heads to assess current and future talent needs, and develop strategies to address skill gaps and succession challenges. Ultimately, drives a culture of continuous improvement, talent development, and leadership readiness to support the organization's long-term success.
- The HR Manager is tasked with overseeing all HR operational functions, including recruitment, employee relations, payroll, compliance, and documentation. By efficiently managing these areas, they contribute to creating a conducive work environment and supporting organizational objectives.
- Accept any other delegations and responsibilities as allocated by the line manager.
**JOB REQUIREMENTS**
- Relevant Postgraduate Degree in Human Resource Management or its equivalent
- Minimum 12 years’ experience in Human Resources preferably with a minimum of 5 years’ experience in a managerial role.
- Familiarity with the Higher Education sector is an additional advantage
- High level of maturity, integrity and ability to handle confidential matters.
- Excellent analytical and report writing skills
- Understanding of and familiarity with Malaysian Employment Law and PDPA
- Excellent command of written and spoken English
Pay: RM5,000.00 - RM7,000.00 per month
Schedule:
- Monday to Friday
