- Overall responsible in managing and executing all activities related to HR operations which comprises of Talent Acquisition, Learning & Development, Industrial Relations, Compensation & Benefits including payroll management and performance management. The role is also responsible for planning, administering, and executing all HR strategies and its initiates/interventions as cascaded down and directed by the Head of Department (HOD).**B. KEY RESPONSIBILITIES**
- Manage, execute and monitor Talent Acquisition (Recruitment) day-to-day activities in order to achieve the Department’s and/or Company’s KPIs and to ensure its activities are compliance with the Company’s policies and procedures.
- Identify, plan and propose new or updated Talent Acquisition methodology, cast wide its channels and implement effective strategies to attract right talents for the right jobs as well as to provide supervisory role to the Talent Acquisition team.
- Ensure manpower planning are monitored and tracked accordingly within approved manpower budget as well as to ensure manpower report and its analysis are produced accurately and timely as per the Company’s timeline.
- Manage execution of the staff Onboarding Programme (Induction) for new hires effectively.
- Manage onboard of expatriates and hiring of foreign workers including renewal of EP/visa and dealing with the Government authorities and relevant agency.
- Manage, execute, and monitor Learning & Development (Training) day-to-day activities in order to achieve the Department’s and/or Company’s KPIs and to ensure its activities are compliance with the Company’s policies and procedures.
- Design and recommend appropriate training plan (i.e Training Calendar) and/or framework, work closely with the HOD on the Learning strategy and internal stakeholder on the learning requirements.
- Execute appropriate e-learning on HR related topics and ensure all necessary training records and information are captured and maintained in the Learning Management System (LMS) or database.
- Evaluate effectiveness of the training program and provide necessary analysis and recommendation for improvement.
- Participate in the Performance Management Systems/Appraisal Systems (i.e MBO) and execute its initiative as per the REL Global Direction and/or Company’s Plan.
- Participate in the Compensation and Benchmarking study as and when assigned by the HOD to ensure overall total rewards are competitive.
- Participate in the Compensation exercise (i.e MI, Bonus, promotions) as and when assigned by the HOD.
- Manage, verify and monitor overall payroll data accuracy and timeliness including statutory payments and other related payroll activities.
- Administer and manage day-to-day employees disciplinary related issues, industrial relations including the Union related matters as assigned by the HOD.
- Review and make necessary recommendations to update any changes of HR related policies in line with the labor law and latest Company’s policy.
- Prepare, recommend, and monitor HR/department expenses budget utilization of the assigned portfolio to ensure it is spent prudently according to the approved budget.
- Provide and communicate effectively on any HR related info and advice to internal stakeholders to ensure employees are well informed on the HR related policies and guidelines.

**OSITION/JOB SPECIFICATIONS**

**Qualification**:

- Bachelor Degree in Human Resource/Business Administration/Social Science or any related field from recognized Higher Institution.**Skills & Knowledge**
- Strong knowledge in labour law such as Employment Acts, Statutory Acts, IR Act, etc.,
- Strong knowledge and skills in Training Need Analysis (TNA), Competency Profiling and interviewing techniques
- Good knowledge in HRDC policies and procedures
- Good knowledge in conducting job analysis, competency profiling & benchmarking.
- Good planning and strong HR analytical skills
- Good business writing skills both English & Malay
- Computer literacy (i.e Microsoft Excel, Powerpoint, etc).

**Work Experiences**
- At least 8 - 10 years overall HR related experiences. Experience/ expose in manufacturing industry would be an added advantage.
- At least 3 - 5 years experiences in managing team capacity, preferably in a high-growth, fast-paced and changing work environment.

- Able to multi-task and work in fast-face working environment and able to manage stress appropriately.
