Job Summary

The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator will play a critical role in ensuring that Asylum Access Malaysia's programs are effective, efficient, and accountable. The successful candidate will be responsible for developing and implementing MEAL systems, conducting evaluations, and providing technical guidance to staff.

Key Responsibilities

Monitoring:

  1. Develop and implement harmonized monitoring tools and aligned indicator definitions for each team and project.
  2. Establish an operational MEAL plan to monitor and document the progress of implementation of program activities.
  3. Develop and maintain an updated Indicator Performance Tracker and Output Tracker, as well as other report requirements as may be requested.
  4. Provide technical guidance and lead capacity building of staff and stakeholders on implementation of MEAL within the program.
  5. Review program data collection tools to ensure that they provide required information on program indicators.
  6. Enhance the use of digital data management within the program.
  7. Collaborate with the global team to review, improve, and/or develop functional and user-friendly client databases.
  8. Conduct routine data quality assessments and continuous quality improvement of the program to ensure program implementation and report quality.
  9. Participate in the design of quantitative and qualitative participatory program evaluations (baseline, annual, and final evaluations), assessments, reviews, and other special studies.
  10. Where applicable, roll out mobile data collection and monitoring systems and document learning and suggestions for improvement.

Evaluation:

  1. Coordinate the development of Terms of Reference for program evaluations with AAM program leaders and the team.
  2. Coordinate the logistics of project evaluations as necessary and ensure data collection, analysis, and write-up are in line with AAM and donor standards as well as set timelines.

Accountability:

  1. Improve the Complaints, Feedback, Response, and Feedback system that is functional and accessible by AAM's clients.
  2. Collect and manage complaints and feedback in close coordination with the program leaders and team. Track the timeliness of response to complaints and maintain an updated program complaints tracker.

Learning:

  1. Foster and develop a culture of learning within AAM.
  2. Establish information sharing mechanisms for staff to document and share examples of good and bad practice and learning internally and within the AAM network and Asylum Access.
  3. Identify opportunities for research and learning questions in collaboration with the program team and networks.
  4. Facilitate the documentation of program results, impact, best practices, and significant changes. Document learnings and best practices; disseminate learnings, reports, publications, and participate in learning sessions, and ensure that the lessons learned are utilized to inform programming and advocacy.

Reports to: AAM's Associate Director of Operations.

Required Qualifications

  1. Strong interest in refugee rights and response.
  2. Experience in executing monitoring and evaluation of a variety of programs.
  3. Highly comfortable with both qualitative and quantitative data collection, management, and analysis, technically savvy and proficient with different online database systems.
  4. Flexible and adaptable, willing to quickly adopt new tools and iterate in response to feedback and changing program needs.
  5. Impeccable attention to detail and ability to relate details of data to the larger picture of organizational success and impact.
  6. Strong relationship-builder and facilitator, able to build collaboration with staff and volunteers with many different areas of expertise to tell the story of Asylum Access Malaysia.
  7. Ability to communicate complicated ideas clearly and concisely, building capacity across the organization for successful strategy development.
  8. High level of cultural sensitivity and understanding.
  9. Ability to work both collaboratively and independently.

Preferred Qualities

  1. Fluent in English, including solid writing skills in both languages.
  2. Bachelor's or Master's degree in a relevant field such as international development, social sciences, statistics, or a related discipline.
  3. Minimum of 3 years of experience in monitoring, evaluation, and learning, preferably in the non-profit sector.
  4. Experience developing monitoring and evaluation systems from conception to implementation.
  5. Experience in evaluation of advocacy programming.
  6. Strong organisational skills and attention to detail, with the ability to manage multiple tasks and deadlines effectively.
  7. Familiarity and comfort working with a multicultural and international environment.
