Our 97,000 employees operate a network of 2,650 offices and laboratories, working together to enable a better, safer and more interconnected world._ **Job Description**: - Manage and prepare all the incoming tender request and new client enquiries pertaining the new / renewal of the tenders and contracts, in accordance to the Company’s business strategy, policies and within the related laws and regulations for all divisions in Malaysia (focusing on OGC & IND especially) and SEAP region. - Design and enhance the tender preparation process in meeting the business strategies and stringent due date. - Design, develop and enhance the Contract Management System and Tender Management System process in meeting the business strategies. - Liaise effectively with internal and external stakeholders - Prepare and submit the pre-qualification package, bids and tenders to the client within the given timeframe. - Handle all the new client enquiries promptly, including the invitation to tender and request for quotation from the client. - Compile and maintain the tender working files, brochures, write-up and related correspondence documents in timely manner to ensure up-to-date of the tender information for effective tendering / bids. - Analyses and review the tender / contract requirements, obligations, provisions, terms and conditions to ensure the compliance of the business to the relevant laws, regulations, corporate policies and business unit’s procedures at all times. - Monitor the expiry of tender / contract in order to alert the business unit to confront the client promptly in ensuring the sustainability of the business tenders. - Work closely with the Project Manager in drafting, reviewing and negotiating commercially viable tenders and contracts. - Provide constructive recommendation to the Project Manager on the contractual queries / clarification raised by the client. - Ensure the correct implementation of the relevant procedures and instruction requirements for the preparation of subcontractors, including assessment on the exceptions and qualifications from the subcontractors. - Ensure the relevant group working procedures and instructions are being applied during the life cycle of the project. - Be as effective administrator in maintaining the Change Order Database. - Work closely with the contract holders from the contract pre-award stage to post-award and till the closure or renewal of contract - Adherence to applicable Quality Management System by exercising necessary standard and process when carry out your responsibilities in executing, fulfilling and ensuring at all times the compliance of the QMS and is fully implemented in accordance to ISO 17020 & MIBAS policy, 17065 & ACB policy and ISO17025 & SAMM policy"(where applicable/required). - Perform any other responsibilities as assigned by your reporting manager and/or Senior Management **Qualifications**: - Degree in Economics, Business Administration with preference of majoring in Accounting / Finance or equivalent. - Knowledge in using computer/MS Office is a prerequisite and exposure database system administration is an added advantage. - Familiar with the principles of the commercial code, contract law, safety & health standard and business ethics adopted within the industry. - Basic knowledge of oil & gas standards / regulations / procedures is an added advantage. - Willing to travel for negotiation/ operational meetings with internal or external stakeholders - Resourceful and experienced in completing the tender exercise, including the terms of business in the contract. - Fluent in English (oral & written) with excellent report writing skills. - Possess effective negotiation and communication skills with strong financial and analytical background.
