Job Title **:Community Development Manager**

Location : ROSE Foundation, Kuala Lumpur, Malaysia (outstation trips across Malaysia may be required)

Reports To : Programme Director

**PRIMARY OBJECTIVE OF THE POSITION**

The Community Development Manager will work under and in close collaboration with the Programme Director to lead, develop and implement a comprehensive community engagement strategy for Program ROSE. This includes overseeing outreach operations, engaging relevant stakeholders, strategic planning, securing resources and driving continuous improvement in terms of outreach and education to maximize programme’s reach and effectiveness across Malaysia.

**KEY RESPONSIBILITIES**

1. Stakeholder Engagement and Networking:

- Identify, establish, and cultivate partnerships with community organizations, NGOs, government agencies, healthcare providers, academic institutions, corporate organizations and policymakers.
- Build and maintain relationships with internal and external stakeholders to align operational deliverables with organizational goals.

2. Program ROSE’s Outreach Strategy, Management and Operations:

- Develop and oversee strategies for planning, coordinating, and executing Program ROSE, especially outreach efforts to meet annual screening targets.
- Lead the implementation of best practices, including creating and updating systems, processes, manuals, and troubleshooting guides.
- Identify and pursue funding opportunities, partnerships, and sponsorships to support program sustainability and growth.
- Ensure robust monitoring and evaluation mechanisms to refine and optimize community development initiatives for greater efficiency and impact.
- Oversee the inventory of outreach materials and ensure proper coordination of logistics, resource availability, and allocation for outreach activities.
- Supervise and contribute to annual budgeting processes, financial and non-financial reporting, and periodic appraisals.

3. Leadership and Team Development:

- Lead the outreach team by providing guidance, support, and mentorship.
- Foster collaboration and seamless communication between ROSE’s departments to ensure effective delivery of Program ROSE activities.

4. Reporting and Documentation
- Maintain detailed records of programme activities, participant data, and outcomes to support ongoing monitoring and evaluation.
- Prepare and submit regular progress reports to funders as necessary.
- Provide regular progress updates to CEO/Programme Director, highlighting achievements, challenges, and areas for improvement.
- Ensures the appropriate reporting/escalation of operational or activity matters and compliance

5. Others
- Represent the organization at conferences, seminars, and global platforms to advocate for cervical cancer elimination and present program outcomes.
- Support and participates in assignments or projects as directed by the CEO/Programme Director.
- Ensure the efficient use of resources in managing day-to-day administrative tasks.

**REQUIRED SKILLS AND QUALIFICATIONS**
- Educational Background: Bachelor’s degree in public health, applied social/behavioral science, or a related discipline is highly recommended (Master’s degree in relevant field, Medical Degree or PhD is a strong advantage).
- Relevant Experience: Solid background in community engagement or health programs; prior leadership experience is advantageous for managing a team and guiding outreach efforts. Strong understanding of cervical cancer elimination initiative is a strong advantage.
- Leadership and Communication: Strong leadership skills to supervise a team, along with excellent communication and interpersonal abilities to build partnerships with collaborators and stakeholders.
- Strategic Planning and Organizational Abilities: Outstanding organizational skills and a strategic mindset to plan, coordinate, and execute programme operations effectively.
- Adaptability and Problem-Solving: Skilled at adapting to evolving project needs, managing stressful scenarios, and troubleshooting complex issues in real-time.
- Proactive Team Collaboration: Proven ability to work collaboratively within teams while also leading independently; shows initiative and anticipates program needs.
- Technical Skills: Proficient in Microsoft Office; data analysis, adept in additional IT tools or systems relevant to program coordination and report generation.
- Multilingual Skills: Fluency in English and Bahasa Malaysia; proficiency in native languages is a valuable asset to connect with multilingual communities.
- Mobility and Availability: Preferably owns reliable transportation for frequent travel, including trips across Sarawak. Willingness to work on weekends as required for outreach activities.
- Compensation negotiable based on experience and qualifications.
