Procurement Lead

**Job Summary**: The Procurement Lead plays a critical role in managing procurement activities within a manufacturing environment operating under the regulations of a Licensed Manufacturing Warehouse (LMW). This position involves overseeing sourcing, purchasing, and supplier management processes to ensure the timely and cost-effective acquisition of materials and services necessary for production while complying with LMW regulations and industry standards.

**Key Responsibilities**:

- **Procurement Strategy and Planning**:

- Develop and implement procurement strategies aligned with organizational objectives and LMW regulations.
- Analyze market trends, supplier capabilities, and demand forecasts to optimize procurement processes.
- Collaborate with cross-functional teams to assess requirements and establish procurement priorities.
- **Supplier Relationship Management**:

- Identify, evaluate, and select suppliers based on quality, cost, reliability, and compliance with LMW regulations.
- Negotiate contracts, pricing terms, and service level agreements to achieve favorable terms while ensuring regulatory compliance.
- Cultivate strong relationships with key suppliers, fostering collaboration and driving continuous improvement initiatives.
- **Procurement Operations**:

- Oversee the end-to-end procurement process, including requisition, sourcing, purchase order management, and supplier performance evaluation.
- Ensure compliance with LMW regulations, including customs procedures, import/export controls, and documentation requirements.
- Coordinate with internal stakeholders to understand production schedules, inventory levels, and material specifications to support operational needs.
- **Cost Management and Optimization**:

- Implement cost control measures to optimize spending while maintaining quality standards and compliance.
- Conduct regular price analysis, supplier negotiations, and value engineering initiatives to achieve cost savings.
- Identify opportunities for process improvements and efficiency enhancements to streamline procurement operations.
- **Compliance and Risk Mitigation**:

- Ensure adherence to LMW regulations, including record-keeping, reporting, and documentation requirements.
- Monitor changes in regulatory requirements and industry standards, implementing necessary adjustments to procurement processes.
- Identify and mitigate procurement-related risks, such as supply chain disruptions, quality issues, and regulatory non-compliance.

**Qualifications and Skills**:

- Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field. Advanced degree or professional certification (e.g., CSCP, CPSM) is a plus.
- Proven experience in procurement, supply chain management, or related roles within the manufacturing industry, preferably with knowledge of LMW regulations.
- Strong understanding of procurement best practices, supplier management principles, and contract negotiation techniques.
- Familiarity with customs procedures, import/export regulations, and compliance requirements associated with LMW operations.
- Proficiency in procurement software, ERP systems, and data analysis tools.
- Excellent communication, negotiation, and interpersonal skills, with the ability to collaborate effectively across internal and external stakeholders.
- Strong analytical and problem-solving abilities, with attention to detail and a results-oriented mindset.
