**JOB SUMMARY**
There are 4 main areas of responsibility for the holder of this position, as follows:
- Lead in the development, review and improvement of all procurement policies, procedures, processes, SOPsand documentation templates.
- Support the procurement operation section and users departments in developing procurement strategies, particularly the category framework and strategies for strategic materials and services.
- Implement data analytics to drive continuous improvement of procurement efficiencies and effectiveness.
- Implement effective risk management plan to eliminate or mitigate potential procurement risks.
**KEY DUTIES AND RESPONSIBILITIES**
- Identify and assess the department’s risk in handling procurement throughout the company and provide action plans for mitigation.
- Lead the interface enhancements and learning audit for procurement (covering interdepartmental and supplier interfaces).
- Lead the execution of the department’s internal and external training plan for all related business operations.
**Governance & Risk Management**
- Support the AVP I in Policy development, Process and process and procedure improvements within procurement, providing a lasting impact on the efficiency of AIS.
- Seek out and propose solutions in all areas of the Procurement Department and execute roll out plans.
- Lead continuous improvement for operation with a view to drive efficiency and right-first-TIME sourcing throughout AIS.
- Identify and assess the department’s risk in handling procurement throughout the company and provide action plans for mitigation.
- Support the interface enhancements and learning Audit for Procurement (covering interdepartmental and supplier interfaces).
- Support the execution of the department’s internal and external training plan for all related business operations.
- Work with other stakeholders, such as the Legal and Finance Department, to improve the contractual provisions of any documents to ensure the best deliverables out of a project from the vendor as well as protect AIS rights as a client.
**Category Management**
- To review the Company’s spend on materials and services, and segmentize such spending into 3 categories: Strategic, Tactical and Operational
- To lead/coordinate the development and continuous review of category plans/strategies for Strategic categories, based on credible findings/insights from among others industry and vendors and brands analysis, historical prices, cost modeling, total cost of ownership, best practices etc.
- To work closely with the stakeholders i.e. end user departments and procurement operations section to drive standardization of specifications and maximize values delivery through the use of framework agreements.
- To keep abreast of the latest market trends and products/technologies for all categories especially Strategic and Tactical, and take the initiative to share such insights with all stakeholders.
**Data Analytics**
- To liaise with IT department and Data Analytics Centre to ensure timeliness and accuracy of Dashboard information.
- To support Procurement Operation and Originating Departments in extracting and analyzing commercial, contract and vendors data to improve the performance of tendering and contract administration.
- To produce regular reports related to procurement activities, to analyze the data and provide recommendations of new initiatives / project sto the management for improvement and risk management purposes.
**Managing Team and Personnel**
- To assign relevant tasks, to supervise, coach and manage the subordinates to ensure company’s requirements and expectations are met or exceeded.
- To train, coach and develop the staff consistent with Company’s human resource policy.
- To carry out performance appraisal for all staff within the Team and propose rewards and recognition/performance management actions as appropriate.
- Notwithstanding above, Company may assign other duties/responsibilities to the person holding this position based on prevailing business needs or for development reason.
**Job Types**: Full-time, Permanent
Pay: RM5,500.00 - RM9,500.00 per month
