Job Summary
The Human Resources Manager is responsible for overseeing the full spectrum of HR functions, including payroll administration, employee relations, performance management, recruitment, and training. This role ensures that all HR policies, practices, and programs support organizational goals, comply with statutory requirements, and promote a positive, performance-driven workplace culture.
Key Responsibilities
• Payroll Management: Oversee and ensure accurate and timely administration of salaries, bonuses, deductions, and statutory contributions.
• Benefits Administration: Manage employee benefits including allowances, medical, and hospitalization schemes.
• Employee Records Management: Maintain and update all employee files, personal data, and HR documentation in compliance with data protection requirements.
• Budget Management: Forecast and manage departmental budgets, and implement cost optimization measures where appropriate.
• Performance Management: Oversee the appraisal process, KPI setting, and performance review systems to drive employee engagement and productivity.
• Employee Development: Manage promotion processes, staff development programs, and career progression initiatives.
• Training & Development: Conduct training needs analyses, plan and organize training programs in line with business objectives and budget.
• Recruitment & Manpower Planning: Oversee the end-to-end recruitment process, including selection, onboarding, and headcount management.
• Employee Relations: Advise on performance improvement plans, disciplinary actions, and terminations in compliance with employment laws.
• Conflict Resolution: Facilitate resolution of workplace conflicts and foster positive employee relations.
• Strategic HR Initiatives: Lead key HR projects such as succession planning, talent retention, salary benchmarking, and employer branding initiatives.
• Other Duties: Support other HR-related assignments and projects as required.
Requirements
• Bachelor's Degree in Human Resource Management, Business Administration, or related field.
• 5–8 years of broad HR experience, including at least 3 years in a managerial role.
• Strong understanding of employment laws and HR compliance in Singapore.
• Proficient in HRIS systems (e.g., Info-Tech) and Microsoft Office applications.
• Excellent leadership, interpersonal, and conflict management skills.
• Strong analytical thinking, organizational, and decision-making abilities.
• Proactive and adaptable team player with integrity and a passion for people development.
