Manager / Assistant Manager, HR and Administration

Are you an experienced and dynamic Human Resource and Administration professional looking to make a significant impact in the ASEAN steel industry?

The South East Asia Iron and Steel Institute (SEAISI), a non-profit organization representing the steel industry in seven of the largest ASEAN economies (Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam), is looking for a highly motivated Human Resource / Administration Manager or Assistant Manager to join our team

This is a unique opportunity to contribute to the growth and development of the ASEAN steel sector, engage in regional initiatives, and manage critical HR and administration functions in a regional setting.

Key Duties & Responsibilities:

1. Human Resource Management

  1. Lead end-to-end recruitment processes to attract top talents for SEAISI.
  2. Manage employee onboarding, training, and career development programs to enhance team performance.
  3. Oversee the performance appraisal process and ensure timely and fair evaluations.
  4. Develop and review HR policies and procedures to align with industry best practices.
  5. Implement employee engagement initiatives to foster a positive and productive work environment.
  6. Ensure compliance with labor laws, employment regulations, and organizational policies across ASEAN member countries.
  7. Handle compensation and benefits administration, ensuring fair and competitive remuneration.
  8. Provide guidance and support on employee relations, conflict resolution, and disciplinary actions.

2. Office Administration & Operations

  1. Oversee procurement processes and ensure cost-effective office operations.
  2. Manage general administrative duties, ensuring seamless daily operations.
  3. Maintain and enhance IT-related functions and office infrastructure to support smooth workflow.
  4. Supervise office maintenance, vendor management, and procurement activities.
  5. Ensure compliance with internal policies, legal requirements, financial controls, and administrative procedures.

3. Initiative & Project Management

  1. Coordinate and support various SEAISI projects, committees, and special initiatives.
  2. Assist in research, reporting, and analysis to support industry-related activities and projects, where applicable.
  3. Work closely with external stakeholders, including government agencies, steel industry leaders, and business associations.
  4. Be actively involved in organizing and managing SEAISI events, conferences, and training workshops across ASEAN.
  5. Assist in coordinating regional engagements, industry networking events, and membership programs.
  6. Represent SEAISI at industry meetings, forums, and regional discussions where required.

5. Special Assignments & Ad-Hoc Responsibilities

  1. Provide strategic and operational support as required by the Secretary General.
  2. Assist in other administrative, HR, and operational activities as needed.

What We're Looking For

  1. Bachelor's degree in Human Resources, Business Administration, or a related field.
  2. Minimum 5-8 years of relevant experience in Human Resource and/or Administration roles.
  3. Strong understanding of HR functions, policies, recruitment, and employee relations.
  4. Knowledge of office administration, procurement, and operational management.
  5. IT knowledge is an advantage, especially in managing IT-related projects and digital transformation.
  6. Excellent proficiency in Microsoft Office Suite and general computer skills.
  7. Strong interpersonal and communication skills – ability to work with colleagues and external parties at all levels.
  8. Fluent in English and Mandarin (both verbal and written).
  9. Strong problem-solving skills, ability to multitask, and work under pressure.
  10. Self-motivated, independent, and highly organized.
  11. Willingness to travel within ASEAN and the region, as required.
  12. Regional experience or experience in an MNC is an advantage.
