Project & Business Development Manager

**Responsibilities**:

- Lead full lifecycle of projects: initiation, planning, execution, monitoring, control, and closure.
- Develop comprehensive project execution strategies, timelines, and work breakdown structures.
- Coordinate engineering, procurement, fabrication, construction, commissioning, and handover activities.
- Ensure compliance with regulatory, quality, and safety standards across all stages of the project.
- Monitor site execution, identify critical path activities, and proactively resolve delays or issues.
- Manage upstream, midstream, and downstream oil and gas projects, covering the full spectrum of engineering, procurement, construction, and commissioning activities including the installation and integration of piping systems, structural steelworks, modular skids, storage tanks, instrumentation, and electrical systems.
- Oversee contractor performance, ensure compliance with project specifications, and coordinate with stakeholders to achieve technical and commercial project goals.
- Ensure strict compliance with Health, Safety, and Environmental (HSE) regulations and industry standards, such as OSHA, API, ASME, and ISO. Implement robust safety management systems, conduct regular audits and inspections, and promote a safety-first culture across all project phases.
- Proactively manage risks and ensure all site activities are conducted safely and responsibly.
- Oversee the delivery of data center projects, encompassing fuel systems and other related scope
- Ensure the smooth execution of projects by proactively identifying potential issues, resolving on-site challenges, and maintaining open communication with stakeholders.
- Monitor progress against milestones, manage risks, enforce safety and quality protocols, and implement corrective actions promptly.
- Aim to deliver high-performance, fully operational facilities that meet or exceed client expectations
- Collaborate with the BD team to identify new project opportunities through existing clients, tenders, or referrals.
- Attend client meetings and presentations, act as technical and commercial lead during project proposal stage.
- Support preparation of project proposals, tender documents, capability statements, and pricing models.
- Translate client needs into technical solutions and help scope out deliverables, timelines, and cost estimates.
- Build and nurture long-term client relationships to generate repeat business.
- Work with commercial and finance teams to:

- Build project budgets and cash flow forecasts.
- Analyse project profitability, including gross margins and overheads.
- Ensure cost control mechanisms are in place throughout project life cycle.
- Track actual vs. projected revenue and cost to assess financial health.
- Identify opportunities to increase profitability via value engineering, resource optimization, or scope expansion.
- Ensure timely invoicing, milestone tracking, and revenue recognition aligned with financial policies.
- Lead, manage, and motivate cross-functional project teams including engineers, supervisors, QA/QC, HSE, procurement, and subcontractors.
- Establish clear roles, responsibilities, and expectations across the team.
- Promote accountability, safety culture, and operational discipline.
- Mentor junior engineers and project coordinators to support long-term talent development.
- Conduct risk assessments and implement mitigation strategies.
- Handle project variations, claims, and change orders in line with contract terms.
- Maintain up-to-date project documentation for audits and compliance reviews.
- Ensure all projects meet corporate governance, HSE, and legal standards.

**Qualification(s) & Competencies**:

- Bachelor’s Degree in Engineering (Mechanical, Civil, Electrical) or related field.
- Minimum 5-10 years’ experience in project management within Oil & Gas or industrial EPC sectors.
- Proven track record in managing end-to-end EPC or construction projects with multi-disciplinary teams.
- Feasibility Study, PMP, PRINCE2 or equivalent project management certification is an added advantage.
- Leadership - Ability to inspire teams, manage conflict, and drive accountability.
- Financial Acumen - Able to interpret project P&Ls, drive cost savings, and improve profitability.
- Client Engagement - Strong interpersonal skills, with ability to build trust and manage expectations.
- Technical Expertise - Strong grounding in engineering principles and construction methodologies.
- Commercial Insight - Skilled in proposal development, pricing, and negotiation.
- Results-Oriented - Relentless focus on execution, timelines, and delivering value to stakeholders.
- Must be willing to work extended hours during project peak periods and critical handover phases.

**Location**:

- Based in Rawang with frequent travel to client and project locations.

Pay: RM10,000.00 - RM16,000.00 per month
