**Main Purpose of Job**:
The Department for Business and Trade (DBT) in Guyana has an exciting opportunity for a dynamic person to join their team as **Trade Policy Manager, Caribbean. **Trade is at the centre of government policy following the UK’s departure from the European Union. Signing new trade agreements and strengthening existing trade relationships are a top priority for the government, as they have potential to open and expand markets for British products and services while providing new opportunities for our partners. DBT Latin American and the Caribbean (LATAC) works together with FCDO and other HMG departments to deliver against an ambitious Regional Trade Plan to deliver impact for the UK and LATAC. The CARIFORUM countries of the Caribbean (Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago) are important political and economic partners for the UK. There is real potential to deepen and diversify our trade and investment relationship over the coming years.

We are looking for an individual with good experience to support implementation of the UK-CARIFORUM Economic Partnership Agreement (EPA), which came into effect on 1 January 2021 and support on wider trade policy, deliver the UK’s strategy to identify, prioritize and resolve Market Access Barriers (MABs) throughout CARIFORUM countries and lead on discrete projects as required. The role will work in close conjunction with local, regional and London-based trade policy teams.

The jobholder will work closely with the Regional Trade Policy Lead, Regional Director for the Commonwealth Caribbean and with the London Agreement Manager to support the effective implementation of the UK-CARIFORUM EPA and advance priorities as identified by the UK in the Regional Trade Plan and respective Country Trade Plans. In addition, they will work with regional and London colleagues to identify priority MABs and regulatory issues affecting bilateral and regional trade between the UK and the Caribbean, and develop strategies to address them. They will also monitor and report on the local trade policy environment and context, and support upskilling of trade policy and market access capability within British High Commissions in the Caribbean. The jobholder will also engage with the UK’s Trade for Development Department given the focus of the UK-CARIFORUM EPA on economic development cooperation between the UK and the region.

The successful applicant will be based in Georgetown, Guyana and reports to the DBT Regional Director for the Commonwealth Caribbean. There will be a need for travel to other British Posts across the Caribbean and to the wider LATAC region.

**Roles and Responsibilities**:

- Identifying, prioritising and resolving key market access barriers and regulatory issues affecting bilateral trade
- Ensuring Market Access Barriers are logged and up-to-date on DMAS system for all markets, and support efforts to publish MABs, where relevant.
- Monitoring the policy environment, identifying barriers facing UK companies and ensuring this is taken into account in the UK’s wider trade policy objectives in the region.
- Supporting the Regional Trade Policy lead, Regional Director for the Commonwealth Caribbean and London Agreement Manager in implementing the UK-CARIFORUM EPA.
- Working with regional and London colleagues to coordinate UK market access work across the fifteen CARIFORUM states, supporting existing DBT teams in the Eastern Caribbean, Jamaica, Trinidad and Tobago and Guyana and lead work with other British missions in the region. This involves ensuring common obstacles to UK firms are tackled (collectively where possible), while identifying linkages with other bilateral and plurilateral trade issues.
- Working with regional and bilateral colleagues to further streamline and enhance the UK’s trade policy approach towards the Caribbean, identifying and developing proposals for deeper engagement.
