1. Job Purpose
To manage and execute the full cycle of recruitment and training processes to support the company's manpower planning, capability development, and compliance standards. This role ensures the company attracts qualified talent, maintains an effective onboarding process, and continuously upgrades workforce skills to meet operational and project needs.
2. Key Responsibilities
A. Recruitment & Talent Acquisition
- Execute end-to-end recruitment processes: sourcing, screening, interviewing, selection, pre-employment checks, and onboarding.
- Prepare job advertisements and post vacancies across job portals, social media, and recruitment platforms.
- Liaise with hiring managers to understand manpower needs and job specifications.
- Maintain a structured candidate database and manage applicant tracking.
- Arrange interviews, coordinate assessment tests, and communicate with shortlisted candidates.
- Prepare offer letters, employment contracts, and new hire documentation.
- Monitor and report recruitment KPIs including time-to-fill, cost-per-hire, and turnover.
- Ensure induction and orientation programs are conducted for new employees.
B. Training & Development
- Coordinate the company's Training Needs Analysis (TNA) with HODs to identify skill gaps.
- Develop and administer the annual training plan and training calendar.
- Liaise with internal/external trainers, agencies, and HRD Corp for course arrangements.
- Manage HRDF-related matters: grant applications, training claims, record-keeping, and compliance.
- Track training attendance, collect training evaluation feedback, and measure effectiveness.
- Maintain complete and accurate training records for audit, ISO, and HRDF verification.
- Support initiatives related to competency development, skill matrix updates, and talent building.
C. Onboarding, Orientation & Employee Integration
- Conduct new employee onboarding, document verification, and orientation briefing.
- Prepare onboarding materials, induction schedules, and welcome packs.
- Follow up on employee probation assessment and confirmation processing.
D. HR Documentation & Compliance
- Maintain proper documentation of recruitment and training processes.
- Ensure compliance with Employment Act, HR policies, and ISO standards.
- Prepare HR-related reports such as recruitment status, training analysis, and manpower updates.
- Support HR audits, internal controls, and external regulatory checks.
E. Employee Engagement & Employer Branding
- Assist in planning and executing employee engagement initiatives (events, celebrations, campaigns).
- Support employer branding strategies such as career fairs, internship collaborations, and online presence.
- Promote a positive employee experience throughout recruitment and training touchpoints.
F. Other HR Support Duties
- Assist in HR administration including employee files, letters, and HRIS updates when required.
- Provide support to project site teams on HR-related matters.
- Undertake any other tasks as assigned by HR Manager or Management.
3. Job Requirements
Education & Qualifications
- Bachelor's Degree/Diploma in Human Resource Management, Business Studies, Psychology, or related field.
- HRD Corp TTT certificate is an added advantage.
Experience
- Minimum 2–3 years experience in HR, with strong exposure to recruitment and training.
- Experience in construction or engineering industry preferred.
Skills & Competencies
- Strong interpersonal and communication skills.
- Good interviewing and talent evaluation skills.
- Knowledge of HRDF (HRD Corp) procedures and training coordination.
- Understanding of Malaysian Employment Act and recruitment best practices.
- Proficient in Microsoft Office tools and HRIS systems.
- Organized, detail-oriented, and able to manage multiple deadlines.
4. Key Performance Indicators (KPIs)
- Recruitment Efficiency: Time-to-fill, offer acceptance rate, recruitment accuracy.
- Training Effectiveness: Training feedback score, training hours per employee.
- HRDF Utilization: % of levy claimed vs. available.
- Documentation Accuracy: Zero audit findings, timely HRDF submissions.
- Onboarding Quality: New hire satisfaction and completion of orientation process.
- Internal Customer Satisfaction: Feedback from hiring managers and employees.
Job Type: Full-time
Pay: RM3, RM4,000.00 per month
