**Reporting Line: PRINCIPAL AND CEO**
**JOB RESPONSIBILITIES**:
**RECRUITMENT**
- Coordinating with various Heads of Department (HOD) for effective planning of manpower requirements.
- Managing the staffing process, including recruiting, interviewing, hiring and onboarding.
- Ensuring quality employees as per company procedures, manpower plan & business needs.
- Recruitment and staffing functions to ensure vacancies are filled in a timely & cost effective manner.
- Implementation of recruitment strategies to ensure recruitment and selection of staff with appropriate knowledge, skills, abilities and personal qualities.
- Working with Finance Manager on the cost budget for recruitment.
- Recruitment by liaising with recruitment agencies, headhunters, online advertisements, newspapers etc.
- Execution of Employment Contract and Job Responsibilities.
- Informing the relevant HOD on the appointment and commencement of new employee.
- Providing ample notice to the relevant parties for preparation and set-up process for the new employee.
**HR OPERATIONS**
- Conduct the Orientation Briefing & Induction of new employee.
- Welcoming and Introduction of new employee to the HOD and team present on that day.
- Responsible for continually training and motivating employees through creating employee wellness initiatives.
- Instill discipline and develop attitudes that encourage productivity, dedication, initiative and innovation.
- Ensure that the duties and responsibilities of employees are carried out consistently.
- Responsible for personal matters pertaining to; Leave, Disciplinary actions, Transfer of department, Grievances/ Complains, Employee welfare, Absenteeism, Misconducts, Late attendance, Employee turnover problems, Resignation
- In charge of the operations and upkeep of the leave and time attendance system.
- Handling of employee counseling on disciplinary and/or work related issues.
- Act as intermediary between superior and staff where necessary.
- Handling matters pertaining to employer and employee relations.
- Conducting exit interviews.
- Planning, organizing and implementing wages and salary administration.
- Responsible for designing and implementing performance evaluations.
- Ensuring documentations record are accurately prepared and on time.
- Handling of the Time Attendance system to ensure all employees are at work, for late
- comers or absent employees.
- Churning-up attendance report to support Replacement Leave for employees.
- To upkeep proper filing records for all Human Resource related matters.
- Maintaining and updating the Company Organization charts and employee directory.
- Ensure all job descriptions are up to date and to keep detailed records.
**INSURANCE**
- Review, revise and manage all matters relating to company insurance, Claims process, Submissions, Cancellations, Amendments, Payouts, Compensations
- Revamping staff medical insurance scheme.
- Act as a liaison between employees and the insurance brokers as well as to support the review of existing polices to determine new and shifting insurance needs.
- Arrange regular medical insurance workshops for staff, should there are any changes.
- Follow up with the insurance broker on claims which are not processed within agreed timeline.
- Maintain quality customer services by responding to staff insurance inquiries efficiently, sensitively and politely.
**POLICIES & PROCEDURES**
- Drafting and reviewing various aspects of personal administrative procedures and policies.
- Setting up of policies, procedures, creating and updating of company’s employees’ handbook. This includes the contracts of employment for both local and foreign employees.
- Obtaining approval from the reporting line for any changes to the employment contract or company handbook.
- To keep the employee up to date on any changes to the company handbook.
- To keep up to date on changes to Malaysian Employment and Labour Law.
- Ensuring compliances with Malaysian Labour Law, EPF, Socso, and other statutory affecting personnel and administration.
- To update Finance Department if there is a change on Socso, EPF and Income Tax.
- Handling of governmental Labour Court related issues such as; Handling and settling employee labour disputes at Labour Court Level. Handling Industrial dispute cases between company and employee with Labour Ministry and authority bodies.
- To act as liaison for statutory law such as Employment Act, Industrial Relations, KWSP (EPF), KWKS (Socso), LHDN (Income Tax), etc.
- To liaise with governmental agencies and company vendors in dealing with all HR issues.
**WORK PERMIT ISSUES (Visas for foreign employees)**
- To resolve any issue relating to work permit with the relevant governmental bodies.
- Prior to the departure of Foreign Employees, to advise employees on all issues relating to Income Tax clearance matters (LHDN).
**FOREIGN EMPLOYEES & VISITING STAFF**
- To obtain the Principal’s approval for the foreign check list.
