**Position Overview**:
The Human Resource Officer specializing in Training and Development is responsible for planning, organizing, and overseeing employee training programs. This role focuses on enhancing the skills, knowledge, and performance of employees, aligning with the company’s strategic goals. The officer ensures that training initiatives are effective, efficient, and compliant with relevant regulations.

**Key Responsibilities**:

- **Training Program Development**:

- Design and develop comprehensive training programs tailored to the needs of the organization and individual departments.
- Collaborate with department heads to identify training needs and skill gaps.
- **Implementation of Training Programs**:

- Schedule and coordinate training sessions, workshops, and seminars.
- Facilitate training sessions, using various methods including e-learning, in-person workshops, and blended learning approaches.
- **Evaluation and Improvement**:

- Monitor and evaluate the effectiveness of training programs.
- Gather feedback from participants and make necessary adjustments to training content and delivery methods.
- **Documentation and Reporting**:

- Maintain detailed records of training activities, participant progress, and program outcomes.
- Prepare reports on training metrics and provide recommendations for continuous improvement.
- **Compliance and Standards**:

- Ensure all training programs comply with industry standards, legal requirements, and company policies.
- Stay updated with the latest trends in training and development and incorporate best practices.
- **Support and Guidance**:

- Provide support and guidance to employees regarding their professional development.
- Assist in the creation of individual development plans (IDPs) for employees.
- **Budget Management**:

- Manage the training budget effectively, ensuring cost-efficiency.
- Source and manage relationships with external training providers and consultants.
- **Technology Utilization**:

- Utilize learning management systems (LMS) and other technology tools to deliver and track training programs.
- Explore and implement innovative training technologies and methodologies.

**Qualifications**:

- Bachelor’s degree in Human Resources, Education, Business Administration, or a related field.
- Proven experience in training and development, preferably within a corporate environment.
- Strong knowledge of training methodologies, instructional design, and adult learning principles.
- Excellent communication, presentation, and facilitation skills.
- Proficiency in using learning management systems (LMS) and other training software.
- Strong organizational and project management skills.
- Ability to analyze data and metrics to measure training effectiveness.

**Preferred Skills**:

- Certification in Training and Development (e.g., CIPD, ATD).
- Experience in e-learning and digital training solutions.
- Knowledge of competency-based training models.
- Experience in change management and organizational development.

**Work Environment**:

- This role typically operates in a standard office environment, with some travel required for off-site training sessions or professional development conferences.
