About the Role

We are seeking an experienced and strategic HR Manager to lead and manage the full spectrum of HR and Administration functions for our organization, including manpower support for our solar EPCC project sites across Malaysia.

This role requires strong leadership, hands-on operational capabilities, and the ability to ensure compliance, continuous improvement, and efficient coordination between head office, project sites, and regulatory bodies. You will play a key role in shaping HR policies, driving employee experience, and strengthening HR governance and ISO compliance.

Key Responsibilities
1. Human Resource Management
  • Lead and manage full HR operations including payroll, compensation & benefits, and statutory submissions (EPF, SOCSO, EIS, HRD).
  • Maintain and enhance HRMS systems, employee records, and HR database accuracy.
  • Review and prepare HR correspondences including appointment, confirmation, promotion, transfer, and salary adjustment letters.
  • Generate HR analytical reports (e.g., headcount, turnover, manpower planning, leave trends, cost analysis).
  • Oversee onboarding, induction, and employee lifecycle management.
2. Recruitment & Talent Management
  • Lead end-to-end recruitment for corporate and project-site positions.
  • Develop talent pipelines and workforce planning strategies.
  • Oversee training needs analysis (TNA), training programs, and ensure HRD compliance.
3. ISO, Compliance & HR Governance
  • Lead HR documentation and compliance under ISO (e.g., ISO 9001, ISO
  • Ensure HR processes comply with company policies, OSHA requirements, and employment laws.
  • Coordinate internal & external ISO audits, non-conformance follow-up, and continuous process improvement.
  • Update, implement, and enforce HR policies, SOPs, and employee handbook.
4. Employee Relations & Engagement
  • Manage employee relations, disciplinary actions, counselling, and grievance handling.
  • Drive employee engagement initiatives, welfare programs, and company events.
  • Support performance management and appraisal cycle implementation.
5. Administration & Office Operations
  • Oversee office administration including office supplies, facilities, service providers, and IT coordination.
  • Ensure cost control through proper quotation comparison and procurement processes.
  • Manage licenses renewal, permits, insurance matters, and other admin compliance.

Requirements
  • Diploma / Degree in HR, Business Administration, or related field.
  • Minimum 5 years of HR experience.
  • Hands-on knowledge of Malaysia Employment Act, statutory regulations, and HR best practices.
  • Experience with ISO documentation and audit compliance is added advantage.
  • Strong leadership qualities, high professionalism, and excellent communication skills.
  • Proficient in English and Malay with ability to prepare professional letters and reports.
  • Proficient in Microsoft Office and HRMS systems (e.g., Info-Tech).
  • Able to work independently, multi-task, and support manpower needs for project sites.
